PHILLY LUTAAYA MEMORIAL LECTURE
Starting 2019, UAC will in addition to community mobilization, hold the Philly BongoleyLutaaya Memorial Public lecture as a special event to precede the international World AIDS Day commemoration. The Philly Lutaya Public Memorial Lecturewill be conducted on Friday 29th November 2019 at Imperial Royale Hotel in Kampala. H.E the President of the Republic of Uganda is expected to flag off the Lecture.
The topic for the Memorial lecture is “Financing Uganda’s HIV and AIDS response post-2020.” Financing the future of HIV and AIDS is currently a global topical debate, following recent years of regression in external funding for the epidemic and the prevailing transition plans by a wide range of external donors. The continuing decline in funding for the HIV response calls for urgency in low and middle-income countries to step up funding their own responses, filling some funding gaps and working towards a more sustainable response to HIV and AIDS.
The lecture is an opportune moment for high level stakeholders with global and national perspectives to discuss critical HIV topics in perspective in order to inform judicious decisions and policy for sustaining the HIV /AIDS response in Uganda post 2020. The 2019 public lecture will have special focus on transitioning financing for the HIV response from external to domestic mechanisms. As part of the international and national perspectives on post-HIV epidemic control, sustainability of the HIV response will mean that the country has the enabling environment that reflects the political will to address the epidemic, ensures key policies are adopted and implemented promptly; there is the legal framework within which all systems, services and financing function. Additionally, there should be HIV services to meet the HIV prevention and treatment needs of everyone in the populace and systems to ensure quality, efficiency and effectiveness of HIV services; and resources to provide the financial, human and organizational capital required to keep systems and services operating.
